don't make sense. new mexico state representative katherine brown proposed a bill that would seriously charge rape victims with tampering with evidence. if they got pregnant during an assault and later terminated the pregnancy of their rapist's child. i guess people can't test an aborted fetus's dna although fetuses do have dna. it would be considered evidence. they have almost nothing else but dna. brown says she meant to charge the rapist instead. this law may need to go for a longer gestation period before it is viable. fetuses aren't really people if they cost a nonprofit any money. this comes in a lawsuit after doctors in colorado didn't save unborn twins in a catholic hospital. catholic health initiatives says the family can't sue because feet -- fetuses aren't legally people. it is still a sin to get an abortion if you can't afford people. l. joy williams, elon james white, air rond rand freeman. folks, why do our anti-abortion friends keep bringing up rape? are they addicted to losing lecs? >> i have a message for everyone who wants to have a conversation about rape and abortio

to sherrod brown but yet 12 of the 16 districts drawn up by the ohio legislature were republican. that's not right. it does not reflect the will of the people. it reflects the lines they've drawn. it makes it that those the republicans don't have to work with the center or with president obama at all. the agenda he set out which is an encouraging agenda concerning climate change and women having fair bay and gays having civil rights and other issues that he brought up the other day are not issues that have any home in the republican party. so people in those districts don't even have to think about it. california has a law drawn on independent commission. over all the districts are more independent, and california will get better representation. i put the bill forward thinking there is gridlock in washington, one of the reasons is because of the redistricting and how it's so tilted. and the other is lack of public financing and too many concerned with pac contributions or independent expenditures by the wealthy. that's another issue we need to deal with. >> michael: they seeming to han

brown would charge a rape victim who ended her pregnancy with tampering with evidence. that's seems unbelievable. >> i read about this this morning. i was blown away by it, too. it's one of the odder and more extreme bills that i've seen since i've been covering these reproductive rights issues. she said what i meant with this bill is to deter rapists it's to say that you can't rape a woman and then force her to have an abortion, because that's going to be tampering with the evidence. that's not what the bill says. the bill says that having an abortion is tampering with evidence and is a third degree felony. if a woman does it, if a rapist forces her to do it, which i don't see that happening very often, the woman would be thrown in jail for three years. the fact is that having an abortion i guess not tampering with evidence, i mean, to get graphic here, even if the fetus has been abarted it can still be used in evidence as the same way a fetus still growing could. the legislation makes no sense on any logical level at all. >> cenk: i'm not buying it. i think what she tried to do he
